Modified to place config JSON files into predict/algo/flaring_level/ (and train/algo/flaring_level/) subdirectories and generate only configs for required window durations based on the issuing times to be used (e.g., 24-hr windows only from '00' timestamp, 12-hr windows only from '00' and '12' timestamps, 6-hr windows only from '00', '06', '12', and '18' timestamps)
