fixed routes [POST]/region/{dataset} and [POST]/region/{dataset}/bulk.
a region (property_group) can now be specified by the single field 'fc_id', without the need of 'time_start', 'lat_hg' and 'long_hg'.
this makes it especially easy to add new properties to already existing regions (property_groups).
